Cyberport and the Digital Policy Office (DPO) co-organised the AI + Civil Services Technology Forum under the theme “Smart Governance Era: Digital Agents & Smart Meetings for Efficiency” in early August. The event drew over 1,300 participants from across sectors, including representatives from around 80 government bureaus and departments, marking unprecedented engagement and underscoring the government’s commitment to integrating AI in public services.
Sixteen technology firms — ten of them Cyberport community companies — showcased AI-driven solutions spanning voice-to-text transcription, automatic meeting summarisation, virtual assistants, chatbots, and collaboration platforms. The aim was to align innovative capabilities with government operational needs, creating a direct government–enterprise collaboration platform to accelerate the digital transformation of civil services.
Cyberport leveraged its AI Supercomputing Centre, AI ecosystem, and start-up incubation support to help participants advance from R&D to full-scale deployment. Government agencies can now explore adoption through the DPO’s “AI+ Tool and Solution Catalogue”.
Highlighted solutions included:
- CreateCol’s Oak – converts meeting recordings into multilingual summaries with an “AskAI” search feature.
- T&Y Smart Tech – delivers speech recognition with over 95% transcription accuracy for real-time minutes.

VoiceAI Technologies’ ConVoice – multilingual offline speech-to-text ensuring data privacy.
These solutions streamline public sector workflows, improve documentation accuracy, and free resources for higher-value tasks.
Ir Tony Wong, Commissioner for Digital Policy, stressed the need for proactive AI adoption to enhance efficiency and citizen service experience, noting the DPO’s efforts to promote cross-departmental AI use. Dr Rocky Cheng, Cyberport CEO, emphasised the forum’s role in generating tangible business opportunities for start-ups while enhancing government efficiency through innovation.
Cyberport’s infrastructure — bolstered by the HK$3 billion AI Subsidy Scheme and upcoming facilities in Cyberport 5 — lowers barriers for companies to access high-performance computing and scale AI applications. Dedicated matching teams also support proof-of-concept projects to bridge technology with government needs.
Looking ahead, Cyberport will organise further AI-focused matching events across areas including smart cities, education technology, medical innovation, and ESG, reinforcing Hong Kong’s position as a leading international I&T and data hub while ensuring AI benefits all sectors of society.
