Blockchain & Web3.0 Pilot Subsidy Scheme

To accelerate Web3.0 development in Hong Kong, the Blockchain & Web3.0 Pilot Subsidy Scheme supports innovative technologies such as RWA tokenisation, decentralised AI, and stablecoins and more. By fostering industry collaboration and validating impactful use cases, the scheme empowers enterprises and blockchain companies to create transformative solutions to the industry. With up to HK$500,000 per project (covering 80% of costs), it offers a unique platform to drive innovation and real-world adoption.

Mission and Eligibility

Eligibility:

  • Applicant must be a company registered in Hong Kong and conduct substantive Web3.0 or Mainstream technology innovation activities*
  • Applicants must participate in well-established incubation programs or conduct Web3.0 research in HK.
  • The applicant is required to partner with a qualified sponsor to team up and develop the proposed Blockchain & Web3.0 project through a co-creation collaboration model.
  • The blockchain & Web3.0 project must be an original and innovative Web3.0 project with a strong commercial potential for different industries in Hong Kong.​

 

Mission:

  • Accelerate the implementation of innovative Web3.0 service/product that has a high impact and high potential for commercial adoption.
  • Encourage blockchain & Web3.0 technology firms to partner and co-create with established industry players (sponsors) to implement high-value and innovative Web3.0 service products.
  • Accelerate the growth of Web3.0 technology communities and Web3.0 adoption in Hong Kong

Evaluation Criteria

  • Each eligible application will be assessed based on individual merits and considered on a case-by-case basis. The assessment criteria and weights are stated in the following:

 

   a)High Business/ Blockchain & Web3.0 Technology Impact (30%) – 

      • Demonstrates the potential for a significant contribution to revenue growth or cost savings.
      • Enhances business performance and improves customer experience through the utilization of Blockchain & Web3 technology. 
      • The use case of the proposal demonstrates a high potential to transform or disrupt existing services.
      • Capable of addressing key limitations of existing technologies using Web3 solutions

 

   b)Innovation, Creativity and Validity of Conceptual Architecture (30%) – 

      • Integrates existing technology and blockchain & Web3.0-related technologies in a unique and innovative manner to enhance operational performance.
      • Creates new business opportunities by leveraging blockchain & Web3.0-related technologies.
      • The proposed Conceptual Architecture can deliver new and innovative services.

 

    c)Potential for Commercial Adoption (20%) –

      • The proposed project should be easily deployable in an actual commercial environment with minimal adaptation.
      • The proposed project should be adoptable by different organizations within applicable industries.
      • It is preferable for the solution to have a high potential for further real-life deployment in a larger scale after the Blockchain & Web3.0 Pilot scheme completion.

   

 d)Relevance of Project Functionalities (10%) – 

      • The proposed functionalities should contribute to improving service delivery in the industry they serve.
      • Demonstrates good alignment with the business requirements defined by the Project Sponsor.
      • Offers substantial improvements in turnaround time or usability of services for the target customers.

 

  e)Reasonableness and clarity of the implementation details (10%) –

    • The proposal and supporting application documents should adhere to the guidelines outlined in this document, including a reasonable and clear breakdown of: 
    • project cost breakdown.
    • project scope, deliverables, and schedule.
