BOARD OF DIRECTORS

Mr Nick Chan, an experienced lawyer and lawmaker with computer science background, is a partner of international law firm Squire Patton Boggs. He is an elected and serving member of the National People’s Congress of the People’s Republic of China. He also serves on the Chief Executive’s Policy Unit Expert Group, Communications Authority, Competition Commission, Committee on Innovation, Technology and Industry Development, and chairs the Innovation and Technology Venture Fund Advisory Committee.

Mr Chan is the director leading the operations of AALCO Hong Kong Regional Arbitration Centre which is established by international laws and operates under the auspices of the Asian- African Legal Consultative Organization (AALCO) which has 49 countries as member states. He also serves as Council Member of The Chinese University of Hong Kong, Court Member of the Hong Kong University of Science and Technology, and teaches Law and Technology from time to time.

Professor Ray Cheung is a Senior Member of IEEE. He received the B.Eng.(Hons.) and M.Phil. degrees in computer engineering and computer science and engineering from The Chinese University of Hong Kong, and the D.I.C. and Ph.D. degrees in computing from Imperial College London. He is a Professor in the Department of Electrical Engineering and the Department of Computer Science. He is also the Associate Provost (Digital Learning) and Director of the Institute of Future Learning of The City University of Hong Kong.

His current research interests include cryptographic processor designs and embedded system designs. Professor Cheung served as the Technical Chair for FPT’02, the General Chair/Co-Chair for ARC’12, FPT’22 and ASAP’24. He is currently an Associate Editor of the Journal of Cryptographic Engineering (Springer) and the Frontiers in High Performance Computing (Frontiers), the Past Chair of the IEEE Hong Kong Section, IEEE Region 10 Student Activities Chair (North Asia), and the Chairman of the Standing Committee of HK STEM Education Alliance. He has been named as Stanford’s top 2% most highly cited scientist in 2024 and 2025.

Mr Kenny Chien is the CEO of Cherrypicks, an award-winning innovator in mobile technology and digital solutions in the Asia- Pacific region. With over 20 years of experience in the ICT industry in Hong Kong and China, he has held key management roles in prominent technology companies.

As an active member of various ICT associations, Mr Chien has served as Honourable Chairman of the Hong Kong Software Industry Association and Vice President of the Internet Professional Association, the Hong Kong General Chamber of Small and Medium Business, and the eHealth Consortium. He also serves on the Smart City Consortium, the Information Technology Joint Council, and the Greater Bay Area International IT Industry Association.

Passionate about leveraging technology for societal benefit, Mr Chien participates in several government consultative panels and has served as Chairman of Fu Hong Society, an NGO dedicated to supporting individuals with intellectual disabilities and mental challenges.

Mr Kevin Choi is the Permanent Secretary for Innovation, Technology and Industry of the Government of the Hong Kong Special Administrative Region.  He is responsible for establishing a clear development path and fostering a vibrant ecosystem to advance Hong Kong’s innovation and technology (I&T) sector and new industrialisation, steering Hong Kong towards the vision of becoming an international I&T centre.

Mr Choi joined the Government in 1997 and has held key positions across a wide range of bureaux and departments such as the Chief Executive’s Office, the Transport and Logistics Bureau, the Health Bureau,  the Development Bureau, the Commerce and Economic Development Bureau, and the Civil Aviation Department. His extensive portfolio includes drafting Policy Addresses, formulating strategic blueprints for the medical & healthcare infrastructure and genomic medicine, shaping the “Hong Kong 2030+” territorial development vision and strategy, planning the evolution of airport into “Skytopia”, and overseeing the launch of the High Speed Rail Hong Kong Section.

Mr Choi holds a Bachelor of Engineering in Electrical and Electronic Engineering from Imperial College London, a Master of Arts in Public Administration from Maxwell School of Syracuse University, a Master of Law from University of London Worldwide and a Master of Science in Management from Stanford University Graduate School of Business.

Ms Ivy Chua is a practicing accountant in Hong Kong, a fellow member of the Hong Kong Chartered Governance Institute and the Taxation Institute of Hong Kong. She is also the past president of the Society of Chinese Accountants & Auditors. Ms Chua holds a Master of Business Administration from University of Warwick and holds a number of overseas professional qualifications, including Fellow member of the Association of Chartered Certified Accountants and Fellow member of the Chartered Governance Institute. Ms Chua was appointed as a member of the Board of Inland Revenue, a panel member of Securities and Futures Appeals Tribunal, and previously a committee member of Disciplinary Panel of Hong Kong Institute of Certified Public Accountants.

Ms Chua is currently a partner, Head of Audit and Corporate Restructuring & Insolvency Department of Crowe (HK) CPA Limited. Ms Chua has extensive experience in auditing, taxation, internal control, insolvency and restructuring.

Mr Herbert Hui has been the Group Chief Financial Officer of Hong Kong Exchanges and Clearing Ltd. since June 2025.  He was previously the Finance Director of MTR Corporation Limited from 2016 to 2023.

Mr Hui has extensive corporate finance and investment banking experience.  He began his career at Morgan Stanley Asia Limited and also held a variety of positions at HSBC Investment Banking Asia including lastly as Chief Operating Officer.  He served as the Chief Financial Officer of Digital China Holdings Limited and K. Wah International Holdings Limited.  He also served as a Director and Group Financial Controller of Wheelock Properties (Hong Kong) Limited.

Mr Hui is the Chairman of Standing Committee on Disciplined Services Salaries and Conditions of Service of the HKSAR Government and a member of Honorary Advisory Panel of Accounting and Financial Reporting Council. He is also a non-executive director of OCBC Bank (Hong Kong) Limited and HKMC Insurance Limited.

Mr Hui is a Chartered Financial Analyst.  He holds a Bachelor of Science degree in Business Studies from the City University Business School, London and a Master of Business Administration degree from the Chinese University of Hong Kong.  Mr. Hui has completed the Advanced Management Program at Wharton Business School, University of Pennsylvania.

Dr Kong Jianping is Nano Labs’ (Nasdaq: NA) chairman of the board of directors and chief executive officer. He has approximately 14 years of experience in business and corporate management and over 10 years of experience in the blockchain industry. He also served as a co-chairman of the board of directors of Canaan Inc. (Nasdaq: CAN), a leading provider of supercomputing solutions. Dr Kong has obtained a master’s degree from Tsinghua University and a doctoral degree from The University of Hong Kong. At the same time, he also serves as a member of the Task Force on Promoting Web3 Development of the Hong Kong Special Administrative Region Government, a panel member of the Anti-Money Laundering and Counter- Terrorist Financing Review Tribunal, Vice Chairman of the Zhejiang Semiconductor Industry Association, and the Vice Chairman of the Zhejiang Metaverse Industry Association.

Mr Johnson Kong, a practising accountant for over 40 years with an advisory services focus, retired recently as the Managing Director of BDO Hong Kong. Mr Kong is now a Senior Advisor to the firm. He is a Fellow Member of the Institute of Chartered Accountants in England & Wales and Hong Kong Institute of Certified Public Accountants (HKICPA).

Mr Kong was a Past President of HKICPA and the Hong Kong Institute of Accredited Accounting Technicians.  He holds a number of public appointments. He is an Accounting Advisor appointed by the Ministry of Finance, PRC and a member of the HKSAR Election Committee. He is a Non-Executive Director of Securities and Futures Commission, the Chair of its Audit Committee and Deputy Chair of Budget Committee. Mr Kong is also a Member of the Operations Review Committee of Independent Commission Against Corruption and the Chair of HKICPA Governance Committee.

Mr Lau Kwok-fan is a Member of the Planning Institute of Australia (PIA) and a Member of the Royal Institution of Chartered Surveyors (RICS). He is the founder of One Northern Metropolis Development Limited. He served as a member of the Sixth and Seventh Legislative Council of the Hong Kong Special Administrative Region of the People's Republic of China, possessing extensive experience in community service and public affairs. He is familiar with land planning and development matters and has participated in various government advisory platforms, including serving as a member of the Advisory Committee on the Northern Metropolis. He previously served on the Betting and Lotteries Commission, the Commission on Youth, and the Council for Sustainable Development. Mr Lau serves as a consultant for multiple enterprises, including being a Distinguished Engineering Consultant of the China Development Institute (Shenzhen, China), a Liaison Officer of the Guangzhou Nansha New Area Hong Kong Service Center, Chief Advisor of China Road and Bridge Corporation (Hong Kong) Limited, and Strategic Advisor on Hong Kong Affairs for China Resources Land Limited.

Mr Lau graduated from The Chinese University of Hong Kong with a MA in Sociology. He is also a member of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC), committed to promoting exchanges and co-development between Hong Kong and the Chinese Mainland.

Mr Stephen Law is a member of the CPPCC National Committee, the Managing Director of ZhongYi Investment. Mr Law was previously an Executive Director of MTR Corporation Ltd (HK: 0066), a Managing Director of TPG. Mr Law is the President of Hong Kong Institute of Certified Public Accountants, and an adviser to Ministry of Finance in China. He is a member of the board of Hong Kong Dance Company, the Agricultural Park Advisory Committee, HKSAR Green Tech Fund Assessment Committee and the University of Birmingham Hong Kong Foundation.

Mr Law graduated from The University of Birmingham with a BSc degree and also holds a MBA degree from The University of Hull. Mr Law is a member of the Institute of Chartered Accountants in England & Wales and Hong Kong Institute of Certified Public Accountants.

Dr. James Li is the Vice President of Public Affairs and Vice President of Cloud & Smart Industries at Tencent, as well as Chief Executive of the Tencent Foundation. He is dedicated to advancing Hong Kong’s digital transformation by fostering cloud industries and smart city ecosystems. Under his leadership, the team successfully accelerated Hong Kong’s electronic consumption voucher scheme and cross-border payment, achieving seamless mobile payment integration across the Greater Bay Area.  Additionally, he initiated the Tencent WeTech Academy to integrate technology into local talent development and promote the  “Tech for Good” vision among youth. Dr. Li actively drives Hong Kong’s development as an international hub of innovation and technology.

Prior to Tencent, Dr. Li served as Deputy General Manager of the China Tianjin Wuqing Development Area, becoming the first Hong Kong resident appointed to this government role. He is also deeply involved in public service, having served as a Court Member and Council Member of the University of Hong Kong, as well as a member of the HKSAR Government’s Digital Economy Development Committee. Dr. Li currently holds various government and community positions, including membership of the Social Innovation and Entrepreneurship Development Fund, the Trade and Industrial Organisation Support Fund, the Quality Education Fund, and the Commission on Poverty, as well as a director of the eMPF Platform. Additionally, he is an Executive Member of the China Overseas Friendship Association and Vice-Chairman of the Chinese Entrepreneurs Organization.

Dr. Li obtained his bachelor's degree from the University of Hong Kong, followed by graduate studies at Peking University, where he earned a master’s degree from the School of Government and a Ph.D. in Diplomacy from the School of International Studies. During his graduate studies, he received the Outstanding Graduate Award and was named Peking University Student of the Year, becoming the first individual from the Hong Kong SAR to receive this honor.

Ms Erica Ma is the Managing Partner of CoCoon Ignite Ventures and a Co-founder of CoCoon and The CoCoon Foundation. Her experience spans two decades in entrepreneurship, technology investing, and community building.

After beginning her career in Silicon Valley, she returned to Hong Kong and helped build CoCoon into an ecosystem supporting a diverse group of innovators. Under her guidance, CoCoon’s mission expanded to include community engagement, education, and investment.

Through The CoCoon Foundation, Ms Ma has supported entrepreneurship education for over 30,000 local secondary school students and teachers. Her community involvement also includes advising Our Hong Kong Foundation, serving on the Museum Advisory Committee and the Public Libraries Advisory Committee, and leading the Stanford Club of Hong Kong.

Ms Ma holds a Bachelor’s degree in Communication and a Master’s degree in Psychology from Stanford University.

Mr Roy Ng is the Chairman and CEO of Star Lite (HK) Limited. He is also the Managing Consultant of Clarity Medical Group Holding Ltd., where he is responsible for advising on the overall strategic planning of the Group. He is the Chairman of GS1HK and its Investment Committee, the Hong Kong General Chamber of Commerce’s General Committee Member, Economic Policy Committee Vice Chairman and Health and Wellness Working Group Convener, and also the member of VTC Healthcare and Wellness Training Board. Mr Ng is currently an Adjunct Professor at the City University of Hong Kong in the Academy for Innovation.

Mr Ng obtained a degree of Bachelor of Arts with a major in Psychology from the University of California, Berkeley, and has completed the Hospital Management Program in Tsinghua University. Mr Ng has extensive international management experience in the retail and medical/health sectors. At present, his businesses encompass health and wellness, and information technology.

Ir Dr Derrick Pang serves as the Chief Executive Officer of Asia Allied Infrastructure Holdings Limited, a conglomerate with diversified businesses. At the same time, he holds a number of important public offices, including a member of the Henan Provincial Committee of the Chinese People’s Political Consultative Conference, a council member of the Hong Kong Polytechnic University, a non-executive director of the Insurance Authority, and a member of the Aviation Development and Three- runway System Advisory Committee.

Ir Dr Pang has over 27 years of civil engineering design and construction experience in the United States and Hong Kong. He received a Doctor of Philosophy in Civil Engineering from the Hong Kong University of Science and Technology. He is a member of the Institution of Civil Engineers, the United Kingdom and the Hong Kong Institution of Engineers and a Registered Professional Engineer in the State of California, United States.

Mr Patrick Tsang is the Co-CEO and Director of Chow Tai Fook Enterprises, the flagship private investment holding company of the Cheng family. With over 25 years of international capital markets experience, he was previously Managing Director in a leading investment bank, overseeing Asia’s fixed income capital markets. Mr Tsang holds directorships in six companies listed on the Main Board of Hong Kong Stock Exchange, including i-CABLE Communications Limited, Giordano International Limited and UMP Healthcare Holdings Limited. He is actively engaged in public and charity services, serving as a Member of the Youth Development Commission, Vice Chairman of the Employers’ Federation of Hong Kong, and an advisor of Our Hong Kong Foundation. He is also the Governor of the Chow Tai Fook Charity Foundation and the Director of CTFE Social Solutions. Mr Tsang graduated with a Bachelor of Arts degree in Economics from Columbia University.

Dr Maggie Tsoi, the Executive Director of Kenta Group, is an active participant in the tool industry in Hong Kong. Dr Tsoi is committed to promoting local industrial and smart manufacturing development. She undertakes different leadership roles across various associations and sectors, and is a member of Innovation and Technology Fund Research Projects Assessment Panel, Qualifications Framework Training Advisory Committees and HKTDC Industry Advisory Committees.

Dr Tsoi received the Golden Bauhinia Women Entrepreneur Award and an Honorary Fellowship from The Professional Validation Council of Hong Kong Industries in 2020, and the Young Industrialist Award from FHKI in 2021.

Dr Tsoi holds a Master’s degree in International Business from University of Melbourne, and completed engineering Doctorate’s degree at The Hong Kong Polytechnic University.

Mr Wong is the Executive Vice President of Lenovo Group, Global President of Lenovo’s Solutions and Services Group and President of Lenovo’s Vehicle Computing Group. Mr Wong has been instrumental in driving Lenovo’s global transformation – from a company focused solely on hardware and infrastructure to a full- fledged solutions and services powerhouse.

An IT industry veteran, Mr Wong has been with Lenovo for nearly two decades and has played a pivotal role in shaping its global corporate strategy through a series of senior leadership positions. He previously led Lenovo’s PC and Smart Devices business across Asia Pacific and served as Chairman of both NEC Lenovo Japan Group and Fujitsu Client Computing Limited, gaining deep operational insight and global market expertise.

Beyond Lenovo, Mr Wong is an active contributor to the technology community in Hong Kong, currently serving as a Vice President of the Hong Kong Computer Society. He also holds positions as a Board Director of The Hong Kong Chinese Enterprises Association, a member of The University of Hong Kong Computer Science Advisory Committee, a member of the Information Systems Departmental Advisory Committee of City University of Hong Kong and a member of the Innovation and Technology Training Board, Vocational Training Council.

Mr Wong holds a Bachelor of Engineering in Computer Science from The University of Hong Kong and an Executive MBA jointly awarded by The University of Hong Kong, Columbia University, and London Business School.
