  Key Responsibilities

• Head of Risk, Legal & Compliance (Ref#HORLC260811)

  

  The Head of Risk is responsible for leading Cyberport’s enterprise‑wide risk management framework, providing independent oversight and strategic risk advisory to senior management and the Board. The role ensures effective identification, assessment, management, and reporting of strategic, operational, technology, cybersecurity, regulatory, and emerging risks, in line with Hong Kong public‑sector governance standards and best practices.

   

  Key Responsibilities

  Enterprise Risk Management & Governance

  • Lead the design, implementation, and continuous enhancement of Cyberport’s enterprise‑wide risk management framework, policies, and methodologies, aligned with Hong Kong public‑sector governance standards and recognised best practices.
  • Establish and maintain risk appetite, tolerance levels, and key risk indicators, ensuring effective integration of risk considerations into corporate strategy, major programmes, investments, procurement, and new initiatives.

   

  Risk Oversight Across Cyberport Functions

  • Provide independent oversight of risks across Cyberport’s key functions, including incubation and ecosystem programmes, investment activities, campus operations, corporate services, and enterprise IT / digital platforms.

  Requirements

  Key Responsibilities

  • Report to the Chief Technology Officer.
  • Provide strategic leadership for the architecture, governance, operation and evolution of Cyberport's AI infrastructure and supercomputing platforms.
  • Lead the delivery and optimisation of CPU/GPU computing clusters, high-performance networking, storage and AI platform technologies, while driving availability, performance, security, resilience and scalability to support current and future AI innovation initiatives.
  • Develop and maintain technical policies, standards, procedures and service management practices for Cyberport’s AI infrastructure and supercomputing platforms, ensuring secure, reliable and resilient operations and services.
  • Collaborate with hardware vendors, software providers, cloud service providers, data centre operators and managed service partners to ensure high-quality service delivery, platform performance, capacity planning and lifecycle management.
  • Manage infrastructure outsourcing services and related contractual arrangements, including service-level performance, compliance, risk management, quality assurance and continuous service improvement.

  • Evaluate emerging AI infrastructure technologies, including GPU platforms, high-performance network fabrics, storage architecture, container platforms, workload schedulers, model deployment platforms and inference infrastructure.
  • Work closely with subject matter experts, research users, enterprise customers, ecosystem partners and internal stakeholders to understand AI, LLM, generative AI and data-intensive workload requirements.

  Requirements

  • Minimum 12 to 15 years of relevant experience in IT infrastructure, AI infrastructure, high-performance computing, GPU computing, cloud infrastructure or large-scale enterprise technology platforms, with proven leadership experience in managing technical teams, vendors and mission-critical infrastructure services.
  • Bachelor’s degree or above in Computer Engineering, Computer Science, Information and Communications Technology, Artificial Intelligence, Data Science, Software Engineering, Electronic Engineering or a related discipline.
  • A postgraduate degree or relevant professional certification in AI infrastructure, cloud computing, high-performance computing, cybersecurity or enterprise architecture would be an advantage.

  Key Responsibilities

  • Report to Director of Data Centre Operations.
  • Oversee, plan and manage all aspects of data centre facility management and the associated operations to ensure reliable and secure operations of data center infrastructure for hosting AI supercomputing systems.
  • Supervise the operations and monitor the performance of data centre facilities including structural cabling, computer rack, power distribution, cooling, fire suppression systems, security systems, sprinkler systems, generator, DCIM and UPS systems.
