Blockchain & Web3.0 Pilot Subsidy Scheme
The Cyberport Blockchain & Web3.0 Pilot Subsidy Scheme is designed to facilitate the development and testing of high-impact blockchain and Web3.0 applications that can serve as benchmarks for future use cases, thereby accelerating the practical adoption of emerging technologies across various industries in Hong Kong.
To advance the next phase of Web3.0 development in Hong Kong, the Scheme offers funding support to blockchain and Web3.0 companies at the development stage, enabling them to create innovative and impactful solutions. Participating technology companies are encouraged to partner with qualified project sponsors from different industry sectors, creating opportunities to test and validate blockchain and Web3.0 applications in real-world environments.

Scope and Project Eligibility
Funding Details
The scheme provides up to 80% of project costs with a maximum of HKD500,000 per project. Funds are disbursed in two installments:
- Initial Installment (60%): Released after project approval and submission of supporting documentation
- Final Installment (40%): Disbursed one month after project completion and acceptance of all required reports
Eligibility Requirements
To be eligible for funding under the Scheme, applicants must meet all the following criteria:
- Registered in Hong Kong under the Business Registration Ordinance (Cap. 310) before submitting the application
- Commenced business operations in Hong Kong prior to application submission
- Be either of the following:
- A Technology Company or Research Institute conducting substantive blockchain and Web3.0 activities in Hong Kong or overseas within the recognised Blockchain & Web3.0 Solution Categories
- A participant in a well-established incubation programme in Hong Kong
- A new venture established by a well-established technology company
To be eligible for the Blockchain & Web3.0 Pilot Subsidy Scheme, projects must meet all the following criteria:
- Focus on the development of viable blockchain and Web3.0 concepts
(Notes: Projects involving early-stage activities such as basic research or theoretical exploration without clear application are not eligible.) - Demonstrate strong commercial potential
- Fall within a recognised Blockchain & Web3.0 Solution Category
- Address a specific industry challenge in Hong Kong
- Include a written agreement with an eligible Project Sponsor (refer to Guide and Notes for Project Sponsor Eligibility)
- Showcase high potential for real-world implementation

* Other Blockchain & Web3.0 solution categories will also be considered on a case-by-case basis based on the proposed use cases.
Application Procedures

Critical Dates
- Start Date of the Scheme: 18 June 2025
- Preferred Registration Completion: 18 July 2025
- Deadline of the Application: 1 August 2025
- Result Announcement: 1 September 2025
- Project Commenced By: 15 September 2025
- Project Completion By: 16 November 2025
- Final Report Submission By: 16 December 2025

Evaluation Criteria
Each Eligible application will be assessed based on individual merits and considered on a case-by-case basis. The assessment criteria and weights are stated in the following:
- High Business/ Blockchain & Web3.0 Technology Impact (30%)
- Innovation, Creativity and Validity of Conceptual Architecture (30%)
- Potential for Commercial Adoption (20%)
- Relevance of Project Functionalities (10%)
- Reasonableness and clarity of the implementation details (10%)
